C.R.S. 31.25.104

The Board shall consist of any odd number of commissioners which shall be not less than five nor more than eleven, each of whom shall be appointed by the Mayor. Such appointment and designation shall be subject to approval by the governing body. Not more than one of the commissioners may be an official of the municipality.
